The Russian poster from 1958 is genuine Bolshevik propaganda to motivate the people to seek knowledge and become wiser. The poster shows a young man reading with a construction site in the background. The text on the poster can be translated into something like "To build you need to know, to know you have to learn", and this can be said to apply throughout the world.
You may have noticed a poster similar to this in Ross' apartment in at least some episodes of season 8 of the TV series Friends. It's a cool little detail that connects the TV show with the poster, and gives even more reason to have it hanging.
